It's not really an EEG, it's a measurement of the changes of oxy- and deoxy-hemoglobin concentration in some location, presumably in the brain. It's done by infrared absorption or scattering, essentially the same technique as the pulse oximeters that are put on your finger to measure blood oxygen levels.
