Having taught several hundred workshops on scarf juggling, I would recommend teaching juggling scarves as follows (for a 30 minute session).

Shw them a few moves with 2 scarves that are really basic (e.g. both up sync and catch, + clap, + see how many claps, + behind the back clap, both up sync and swapping sides).

Then after a while of that, stop them, and show them some other stuff (e.g. 2 in one hand, crossing/uncrossing arms after throwing, behind back throw).

Then, after a while of that, stop them and show them how to do 1 up 2 up*. You need to make it very clear to them how to hold 2 scarves in one hand separately so that they can be launch individually. I always teach this starting with the 1up throw, followed by throwing both remaining scarves together). Give them a little bit of time to try this. You will also probably have to go around kids individually to get them started, the younger they are, the more time of them will need this.

If they are getting bored and the time is really dragging out, you can go down to 1 scarf for a while and try some fancy catches. Foot catches, head catches, shoulder catches, neck catches, spin + catch etc... Then go back up to 2 or 3 scarves. A lot about running workshops with kids is reacting to the group's mentality and sometimes of course I will deviate completely from the rough guideline I set out above. Each group will be slightly different in attentiveness, ability and patience. You get a lot better at adapting to the best teaching style for each group with a bit of experience.

*It seems most children from UK year 1+ (~5+ years old) upwards are quite capable of doing 1 up 2 up with 3 scarves. With older children (~ >7 years), you will likely find some children are going for the long runs of the pattern and I always say anyone who can do 10 rounds of it in front of me first try, can try 4 scarves (2 up, 2 up) which seriously motivates some people.
